This report and extensive executive summary address the important decision faced by China's expanding nuclear power program: should it invest in facilities to use plutonium from reprocessed nuclear fuel in fast-neutron reactors or should it continue to store nuclear fuel with the option of later reprocessing? The Chinese must decide whether to build two reprocessing plants using Chinese technology or purchase a large plant from France. Also under consideration are two fast-neutron reactors: one for demonstration and the other for the commercial production of electricity. Data in the report provide cost estimates for those projects. The report also contains data on reprocessing nuclear fuel in the United Kingdom, France, Japan, and the United States. Finally, the authors offer recommendations for China to consider as it weighs its options for reprocessing and fast-neutron reactor projects.
