Seven physicists at the Manhattan Project's Chicago Metallurgical Lab signed this landmark report, which warned of the political and economic problems of nuclear power. Advising against the unannounced use of the atomic bomb on Japan, they instead proposed a demonstration, and if that failed to change Japanese policy, to use the bomb militarily but only with international approval. They also recommended enforceable international agreements on nuclear weapons and nuclear power. If agreements were not implemented, they warned that the result would likely be a nuclear arms race that would endanger humanity. This seminal document makes a strong argument for the control of nuclear weapons and peaceful uses of atomic energy.
