This paper examines ways to facilitate the regulatory and licensing procedure for new nuclear power plants in an effort to speed up the process. The authors compare the regulatory structure and licensing procedures of seven nations: Canada, France, Germany, Japan, Switzerland, the United Kingdom, and the United States. They then propose a generic hybrid model based on the best features from each country. The paper is useful in comparing the regulatory practices of the various nations discussed and in determining the legal factors that influence energy policy with respect to new power plant construction.
