Once a commander-in-chief of the Strategic Air Command and proponent of the vast nuclear arsenal of the United States, General Lee Butler wrote this article to retract his former opinion. Instead of praising the government for its nuclear stockpile, Butler derides the steps the U.S. government has taken throughout the past 50 years. He claims that the government’s harmful beliefs and practices perpetuate Cold War policy and add enormous expense to all of mankind, both in terms of money and health. Butler makes it clear that he is trying to assess rather than criticize the forces that caused the nuclear age, and spends a great deal of time discussing the failures of deterrence.
