This 2007 report examines U.S. efforts to counter global nuclear proliferation in three areas: strengthening multilateral controls; assisting other nations to improve their legal and regulatory controls; and strengthening U.S. enforcement activities. The report identifies weaknesses and recommends better documentation of activities in all three areas. It focuses on the seven countries where nuclear proliferation activities have occurred – Malaysia, Pakistan, North Korea (DPRK), Singapore, South Africa, Turkey, and Dubai. Also included are responses from agencies of the U.S. government whose activities are a subject of the report's assessment and recommendations: the Departments of Commerce, Homeland Security, State, and Treasury.
