An updated and restructured version of a 1975 Rand study, this book seeks to explain the ways in which the Strategic Arms Limitations Talks (SALT) affected U.S.-Soviet relations. Considering both the political and strategic impact of the negotiating process, the book addresses four primary topics: the origins of SALT and the agreements that resulted from it; the ways in which both the U.S. and the Soviet Union approached the SALT process; and how the policies and positions of the U.S. and the Soviet Union changed as the d├ętente of the early 1970s changed to more hostile relations by the end of the decade. The largest section is devoted to a discussion of the substantive negotiating problems that arose between the U.S. and the Soviet Union durng the six-year-long pursuit of a SALT II accord. The author offers his own reflections in a final chapter, mindful of the fact that U.S.-Soviet relations will continue to evolve and that his findings are provisional and to some extent speculative. The book includes five appendices, lengthy notes, and an index.
