This update of a continuing series of reports uses 2009 information to propose ways to increase nuclear security, focusing mainly on the U.S. and the International Atomic Energy Agency (AIEA) as key players in the effort. The five sections of the report include an overview of the nature of catastrophic nuclear terrorism and strategies to reduce its likelihood, a progress update on efforts to secure nuclear stockpiles, next steps in nuclear security, further proactive measures for reducing the threat of nuclear terrorism, and methods for implementing those recommendations. An appendix reviews the U. S. administration’s past budgets and its 2008 request for cooperative nuclear threat reduction and provides suggestions for allocation of funds. The author, Matthew Bunn, is at the Belfer Center at Harvard University.
