This book is a collection of 18 essays written by scholars from universities, government, and think tanks assessing the Cooperative Threat Reduction Program (CTR). The CTR is a legislative act passed in the United States Congress in 1991 to assist countries of the Former Soviet Union (FSU) in securing stockpiles of weapons of mass destruction. The first three essays give the United States’ perspective on the CTR, while the next six essays give the perspectives of the newly independent states (NIS) of the FSU. The final seven essays make specific suggestions for improvement of the CTR. The editors of the book contribute introductory and summary chapters. The book was published under the sponsorship of the Center for Science and International Affairs at the John F. Kennedy School of Government at Harvard University.
