This report assesses the feasibility of the opening by the U.S. Department of Energy (DOE) of a nuclear waste repository at Yucca Mountain by 2010. The report was drawn up by the United States General Accounting Office at the request of members of Congress. The report examines background information, what research the DOE still needs to do, and the timeline for submitting an application to the Nuclear Regulatory Commission (NRC). It concludes that it would be premature for the Secretary of Energy to recommend a site to the President because the DOE could not be ready to apply for a license from the NRC until at least 2006. Consequently, the DOE would not be able to open Yucca Mountain by 2010. The DOE disagreed with the conclusions of the report, and its remarks are included in the appendix.
