Published in May 2004, this report addresses the global nuclear terrorist threat, focusing on the security of existing nuclear weapons and materials. The report was commissioned by the Nuclear Threat Initiative (NTI) and prepare by the Belfer Center for Science and International Affairs at Harvard University. It updates the key developments and progress in securing nuclear material in three critical arenas: Russia, Pakistan, and research reactors and related facilities worldwide. The report provides an accounting of U.S. funding for nuclear threat reduction, broken down by year and type of threat. Those include warheads and materials, smuggling, nuclear personnel, reducing stockpiles, and ending production. Lastly, the report gives specific recommendations for a security first agenda, emphasizing the removal of nuclear material from insecure locations globally, an acceleration of existing efforts in Russia, and the creation of a world coalition that has the ability to secure the world's nuclear stockpiles and block nuclear smuggling.
