This film features U.S. Air Force General Eugene Habiger, Commander-in-Chief of Strategic Command from 1996 to 1998, and his Russian counterpart, General Vladimir Yakovlev as they toured each other's nuclear sites in a series of exchange visits. In the U.S. they visited a MX/Peacekeeper missile silo and the strategic submarine base in Washington State, and they witnessed a Minuteman III test launch. In Russia they visited the Typhoon submarine base on the Kola Peninsula and a nuclear storage site, and they witnessed a simulated Topal Intercontinental Ballistic Missile (ICBM) launch. Both generals stressed that little progress has been made in reducing the number of nuclear weapons. General Habinger makes the remarkable statement that it is the senior military officers rather than the civilian officials that want deeper reductions. The film was broadcast on 60 Minutes II.
