The April 2010 Nuclear Posture Review (NPR) contains the U.S. administration’s strategy for reducing nuclear risks to the nation and the international community. The contents address five specific objectives: preventing nuclear proliferation and terrorism; reducing the role of nuclear weapons; maintaining strategic deterrence and stability at reduced nuclear force levels; strengthening regional deterrence and reassurance of U.S. allies and partners; and sustaining a safe, secure, and effective nuclear arsenal as long as nuclear weapons exist. The NPR specifically rejects the development of new warheads. The report presents detailed recommendations for achieving each objective, and a letter of introduction from Secretary of Defense Robert Gates stresses the first of the above objectives as the most important.
